Part 411) in order to prevent and respond to sexual abuse and harassment involving Unaccompanied Children (UC).
This position works with program employees to ensure policies and best practices for the prevention of sexual abuse and harassment are followed.
Furthermore, this position collaborates in the development of training content, tools, strategies, form development, process flow, and corrective action planning focused on the prevention of sexual abuse and harassment.
The PSA Compliance Manager will work with a multidisciplinary team experienced in the provision of programmatic services and in adherence to child welfare practices and external investigations.
Essential Functions:: Fosters a facility environment which condemns sexual abuse; provides resources and support to the programs, educates staff and UC on how to report incidents of sexual abuse and harassment.
Provide PSA training, coaching, and education to program employees informed by ongoing observations, identified trends, and issues.
Create and provide curriculum content, as needed, on child training modules and ensure postings/ literature are available in UC respective languages.
Responsible for implementing and coordinating facility awareness and preventative education to staff and UC of the facility’s zero-tolerance for all forms of sexual abuse, sexual harassment, and inappropriate sexual behavior.
Conduct ongoing reviews of services and identify specialized training needs to include the detection of indicators and signs of sexual abuse and sexual harassment, preserving physical evidence of sexual abuse, and how to respond effectively and professionally to victims.
Provide support following a PSA-related incident/allegation at the program.
Including, but not limited to: Refer the incident for consultation with the external investigative intake specialist.
Follow the required consultation actions.
Report internally and externally as required.
Participate in incident review calls, as applicable.
Document tracking and record maintenance.
Ensure – with the assistance of the multidisciplinary team – that all UC identified as victims receive all necessary, immediate, and ongoing medical, mental health, and support services.
Follow up with employees after an incident and provide process recommendations, based on investigation findings.
Maintain ongoing communication and serve as a liaison between the investigative provider and program to provide updates on the status of respective Significant Incident Reports (SIR)/Critical Level Events (CLE) and ensure that these incidents are promptly investigated and resolved.
Ensure Sexual Abuse Significant Incident Report (“SA SIR”) compliance via process metrics.
Maintain all documentation of case information appropriately and in accordance with ORR and state child care licensing confidentiality policy.
Analyze data trends, identify actionable solutions, and coordinate with program leadership on effective implementation.
Actively promote a culture of safety, proactive risk management, clinical excellence, ongoing regulatory visit readiness, and lead continuous process improvement activities.
Conduct frequent unannounced and after-hour visits to monitor how employees are applying skills; identify safety issues and training needs to develop performance improvement plans to address and correct performance gaps.
Conduct ongoing pre-audit reviews of policies, training, reports, and other documentation in preparation for ORR or regulatory visits.

Qualifications and Requirements:: Bachelor’s degree in behavioral sciences, human services, or social service fields; or a bachelor's degree in business administration or management, and at least one (1) year of experience working with child welfare standards, best practices, quality assurance, and/or compliance monitoring.
Ability to engage employees to take an active role in their learning and process improvement.
Ability to use judgment and maintain confidentiality.
Ability to adapt training techniques and adult learning theory to various groups (different learning styles).
Knowledgeable of Interim Final Rule 411 Standards and ORR Section 4 on Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children.
Adaptable, flexible, and with the ability to multi-task and prioritize in a fast-paced work environment.
Preferred Bilingual, English, and Spanish (preferred).
State Childcare License, where applicable.
Texas – Licensed Childcare Administrator (LCCA); Licensed Child Placing Agency Administrator (LCPAA).
Experience with state childcare licensing regulations (for assigned state).
Physical Demands:: Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas.
While performing the responsibilities of this job, the employee must be able to access all components of the workstation and other office equipment.
Frequent typing, writing, bending, and twisting.
Must be able to lift to 10 pounds.
Must be able to obtain Crisis Prevention Institute (CPI) certification and First Aid Certification (CPR).
Must be able to supervise clients indoors and outdoors as necessary.
Work Environment:: General office environment with varying noise levels from mild to moderate.
A busy environment with many unscheduled interruptions.
Frequent computer use at workstations for extended periods.
The public contact position requires appropriate business apparel.
This is a twenty-four (24) hour residential facility at which children receive multiple services across three (3) shifts daily.
Work shifts are subject to change based on operational needs and site visits, predominantly indoors, with occasional outdoor monitoring.
Some travel is required.
